The first “Business in the Heart of Europe” Conferences - Investing and Trading in the CEE-States” will be held on September 13th, 2005, in the Park Hyatt Hotel in Toronto and on September 15th, 2005, at the Ritz-Carlton Hotel in Montréal.

Initial Deskline®-projects in the Czech Republic and Slovakia

Grisoft announces investment by Intel Capital and Enterprise Investors

Export Booster for Czech ICT Industry 

Vienna, June 30, 2005 (ITBeurope) A new Czech IT association was presented on June 28, 2005 in Vienna’s Palais Eschenbach upon invitation by Austria’s Association for the Information Industry VIW www.viw.at. The association, starting with roughly 30 companies, is a spin-off of the Czech Republic’s foreign trade organisation CzechTrade www.czechtrade.cz. It’s aim is to strengthen export efforts and to enhance international cooperation. 

The Czech IT industry is among the most prosperous of those of the new EU member states. With an overall volume of € 6.4 bn. and a share of 3.5% of the Czech GNP, it is leading the CEE countries. The annual growth rate has been around 8% since 2000. Also, a study of international consulter A.T. Kearney shows that the Czech Republic ranks no. 4 as offshore destination worldwide. But the Chech IT companies are not just outsourcing partners. In terms of technology, they deliver interesting solutions for international clients such as Austria’s Erste Bank or Britain’s best known department store Harrod’s. 

Michal Záležák, the Alliance’s president, said in his presentation that Czech IT companies seeking international cooperation are definitely first class partners and able to fulfil highly sophisticated requests. 

The Czech economy is stable and the country boasts of an excellent education system.

Computer Associates International, Inc. (NYSE: CA) www.ca.com announced on June 16, 2005 that it will create its first worldwide Mainframe Center of Excellence in Prague, representing a major expansion of its operations in the Czech Republic and a significant commitment to the mainframe computing market. The new Center will focus on software development, maintenance, validation and quality assurance for the mainframe computing environment. The Center went operational in August 2005.

The staff of CzechInvest, the Investment and Business Development Agency of the Czech Ministry of Industry and Trade is assisting CA by providing expert advice and incentives under the Agency's Framework Program for support of technology centers and business support services.

“CA is proud to announce this partnership with CzechInvest to create a state-of-the-art mainframe development and support center in the heart of Europe,” said Guy Harrison, senior vice president, Development Operations at CA. “This Center of Excellence will provide mainframe users worldwide with a host of innovations, and will help strengthen the Czech Republic's position as a hub of IT activity.”CA's Mainframe Center of Excellence will be established in a 45,222 square foot (4,237 square meter) facility in Building 6 at The PARK in Chodov, Prague 4 and is scheduled to open in August 2005.

The Center expects to hire and train more than 200 people including talented students, mainframe experts and experienced managers. The first phase of recruitment is already underway, with new staff expected to be in place by August 2005. “CA's Mainframe Center of Excellence brings investment from one of the world's most successful software companies to Prague and is a sign that large multi-nationals see tangible business benefits in the Czech Republic,” said Radomil Novák, CEO of CzechInvest. “The opening of this Center is a testament to the skills and resources we have available in this market, where our people and our infrastructure can provide the right basis for strategic growth and improved competitiveness in the global economy.”

The objective is to bring in 200 employees within the next years. 20% would be experienced people and the others young graduates. The recruitment will be done both internationally and in the Czech Republic. The center creates a big opportunity for computer science and engineering experts in the Czech Republic including students of computer science or related study programs.

Vereintes Europa – in der Forschung funktioniert’s: Internationale Kooperation in der Embedded Systems ForschungFünfte Ausschreibung FIT-IT Embedded Systems 

Die EU in der Krise, so stellt sich das Bild der Union momentan dar. Scheinbar unvereinbare Interessen und Ansichten entzweien die Mitgliedstaaten.

Nicht so auf einem Gebiet, das Europas Wettbewerbsfähigkeit maßgeblich beeinflussen kann: die europäische Embedded Systems Forschung.

Embedded Systems (eingebettete Systeme) sind winzige Computer, die heutzutage in fast allen elektronischen Geräten zu finden sind: in Haushaltsgeräten, Handys, Autos, Maschinen und Industrieanlagen.

In der Forschung und Entwicklung dieser Systeme rückt Europa beständig näher zusammen und hat bisher selbst gegenüber den USA einen Wettbewerbsvorteil. Das soll auch in Zukunft so bleiben.

Daher präsentierte ARTEMIS, die von der Europäischen Kommission unterstützten Technologieplattform, jetzt erstmals ihre Strategic Research Agenda, einen Zielkatalog der beteiligten Firmen, der ihre Visionen im Bereich Embedded Systems mit denen der europäischen Forscher in Einklang bringen soll. Von transnationale F&E Kooperationen soll nicht mehr nur geredet werden, sie sollen konkret umgesetzt und gefördert werden.  

So entstehende Synergien sollen genutzt werden, „damit nicht mehr für jede einzelne Anwendung das Rad neu erfunden werden muss“, so Erich Prem von eutema, Programm-Manager des Forschungsförderungsprogramms FIT-IT.

Bei der Veranstaltung Embedded in Europe am 19.07.2005 im Wiener Museumsquartier beleuchteten Mitglieder  von ARTEMIS und weitere Experten aus Österreich, Deutschland, Frankreich, Ungarn und der Tschechischen Republik die Agenda kritisch und diskutierten deren potenziellen Einfluss auf die europäische Forschung.

Das BMVIT (Bundesministerium für Verkehr, Innovation und Technologie) setzte gleichzeitig einen wichtigen Schritt in Richtung internationaler F&E-Kooperation auf diesem Gebiet.

In der 5. Ausschreibung der Programmlinie „Embedded Systems“ im Forschungsförderungsprogramm FIT-IT (Forschung Innovation Technologie – Informationstechnologie), die vom BMVIT offiziell bei der Veranstaltung Embedded in Europe eröffnet wurde, gibt es zum ersten Mal die Möglichkeit, Projekte mit internationalen Kooperationspartnern einzureichen.

Schon seit 2001 wird durch das Programm FIT-IT Forschung im Bereich Embedded Systems gefördert. Jetzt ist geplant, einzelne internationale Projekte in enger Zusammenarbeit mit den nationalen Förderstellen anderer Länder zu unterstützen.

Im Rahmen der Veranstaltung gab es auch eine Prototypenausstellung von FIT-IT Embedded Systems Projekten, die die bisherigen Erfolge illustrierten.

So konnte man etwa die Quantenverschlüsselung, durch die im Projekt PRODEQUAC ein sicherer Datentransfer z.B. bei Banküberweisungen gewährleistet werden soll, live miterleben. Der Prototyp ist eine Koproduktion der Gruppe Quantentechnologien der ARC Seibersdorf Research, der Gruppe Zeilinger und der Programm- und Systementwicklung PSE der Siemens AG Österreich.

Weiters zu sehen: MESACTIF, ein System zur präzisen Positionierung von Werkstücken bei der industriellen Herstellung mit sehr hoher Durchsatzgeschwindigkeit. Ein Kooperationsprojekt von Profactor, Anton Anger GmbH und M-Tech Fröschl Maschinenbau.

Außerdem: PHOTONIC I/O Device, winzig kleine Displays, die biometrische Daten zuverlässig anzeigen und verarbeiten können von NanoIdent Technologies und dem Linzer Institut für Organische Solarzellen.

Bei der anschließenden Posterausstellung erhielten Jungforscher die Gelegenheit, ihre Dissertationen zu präsentieren.

Früher Start, nationale Strategien, Bewusstseinsbildung top down 

Schwechat, 15. Juni 2005: Die letzte talk.IT! – Veranstaltung des concorde technology center schwechat (concorde.tcs) und ITBeurope vor der Sommerpause zum Thema „Hotspots in IT – Finnland, Schweden, Kanada“ sollte die Frage beleuchten, warum diese drei vergleichsweise kleinen Länder (5, 9 bzw. 32 Millionen Einwohner) im Bereich Informations- und Kommunikationstechnologien in vielen internationalen Rankings so weit vorne liegen. 

Die wichtigsten Antworten in allen drei Ländern in Kurzform sind: Frühe Erkenntnis der jeweiligen Regierungen zum Handlungsbedarf; Informationsgesellschaft bzw. nationale IKT-Strategien als „Chefsache“, d.h. als Anliegen der Regierungschefs mit nachfolgender Einrichtung entsprechender hochrangiger ThinkTanks und Netzwerke; massive Forschungsinvestitionen, Betonung der hohen Bedeutung von Bildung sowie entsprechende Bewusstseinsbildung und Kommunikation durch die Politik einerseits, aber auch bereits im Schulunterricht. 

Einen spezifisch kanadischen Aspekt hat die nachhaltige Einwanderungspolitik des Landes, wie der Handelsdelegierte der kanadischen Botschaft in Wien, Christopher MacLean, betonte. Diese Ausführungen wurden von Nikolaus Hottenroth bestätigt, dessen Statement direkt aus dem Montréaler Büro des österreichischen IT-Sicherheitsunternehmens SEC Consult (www.i-sec-consult.com) via meetIT-Videokonferenzsystem (www.meetit.at) kamen. Hottenroth ist Niederlassungsleiter und baut für SEC Consult den nordamerikanischen Markt von Kanada aus auf. Seine standortspezifischen Argumente: Niedrigere Lohnkosten als in den USA, höchste Forschungsförderungsquoten, sehr gutes Ausbildungsniveau, gut funktionierende Cluster und Netzwerke. 

Erfolg für Gesellschaft UND Wirtschaft

Kanada hat seine Initiative zur landesweiten Anbindung von Forschungs- und Ausbildungsstätten an das Internet und dessen spätere Ausweitung zur Breitbandinitiative für Wirtschaft und Bevölkerung, CANARIE, bereits 1993 (!) gestartet (www.canarie.ca). Schweden begann mit dem Denkprozess in den späten neunziger Jahren des letzten Jahrhunderts und baute mit Parlamentsbeschluss im Jahr 2000 ein umfassendes Konzept zum Übergang in die Informationsgesellschaft auf. Finnland startete etwa zum gleichen Zeitpunkt. Interessant ist, dass sowohl Schweden wie Finnland in ihren Konzepten stets betonen, dass das Ziel der jeweiligen Initiativen wäre, IKT in allen Lebensbereichen zu verbreiten und zu verankern und gleichzeitig die Wettbewerbsfähigkeit der IKT-Wirtschaft zu stärken und zu sichern. Dies hat unter anderem auch dazu geführt, dass starke Inlandsmärkte entstanden sind, die als wichtige Basis für die forcierte Internationalisierung der IKT-Branche dieser Länder dienen.

Der Sozialismus wird siegen

Wie der in Österreich ansässige finnische IT-Spezialist Pekka Kurki (www.intellectics.com) ausführte, war der Auslöser der finnischen Technologierevolution einerseits der Zusammenbruch der Wirtschaftsbeziehungen nach dem Ende der Sowjetunion, andererseits der davon unabhängige, aber nahezu zeitgleiche Zusammenbruch des finnischen Sparkassensektors. Sehr frei von persönlichen und parteipolitischen Interessen waren sich Politiker und Meinungsbildner damals einig, das akuter Handlungsbedarf bestünde. Als 1992 GSM die europäischen Märkte eroberte, erwies sich die davor erfolgte Umstrukturierung von Nokia vom Mischkonzern zum Telekommunikationsanbieter als brillante Entscheidung. Dazu kommen in Finnland laut Kurki auch sehr flache Hierarchien in den Unternehmen, die viel Freiraum für Innovation lassen, und eine nahezu korruptionsfreie Verwaltung, die sehr sachorientiert handelt und entscheidet. Weiters seien Firmengründungen und Genehmigungen wesentlich einfacher als in Österreich. Doch diese modernen Wertvorstellungen waren nicht immer so präsent in Finnland, wie ein Zitat eines ehemaligen Studienkollegen Pekka Kurkis aus dem Jahr 1973 zeigt: „Der Sozialismus wird siegen“ Der Studienkollege ist heute übrigens Generaldirektor von Nokia...

Helmut Paugger, Geschäftsführer von Innovation Consultancy (www.innocon.at), concorde.tcs-Leiter und Skandinavien-Kenner, bestätigte in seinem Vortrag die Aussagen Kurkis und ging unter anderem sehr stark auf die besonders hohe Bedeutung der Bildung (24,2% Akademikerquote in Finnland, 32,9% in Helsinki, 40,4% in Espoo!), die technologische Bewusstseinsbildung und das Selbstbewusstsein der Allgemeinheit in diesen Ländern ein. Er stellte dies in direkten Vergleich zu Österreich, wo die Übermacht von Kultur und Tourismus (inklusive der Erfolge der österreichischen Schifahrer) die an sich hohe technologische Leistungsfähigkeit Österreichs völlig in den Schatten stellt. Außerdem verglich er Größenordnungen: Während Schweden bereits im Jahr 2001 EUR 560 Millionen für Breitbandförderung zur Verfügung stellte, betrug beispielsweise die Förderung durch das Land Niederösterreich (Problem Föderalismus s.u.) bis 2005 nur EUR 20 Mio. – auf die Einwohnerzahlen umgerechnet ergibt dies eine sieben Mal höhere Förderquote in Schweden mit einem Zeitvorsprung von fast vier Jahren. Weiters berichtete Paugger von finnischen Modellprojekten zur Errichtung von kommunalen Informationsgesellschaften in den Städten Tampere und Vantaa (beide ca, 180.000 Einwohner), die bereits 2001 begonnen wurden und in die in Tampere für österreichische Verhältnisse unglaubliche EUR 132 Mio. innerhalb von fünf Jahren investiert werden.

Günther Krumpak von ITBeurope referierte auch über Schweden, die Konzepte der dortigen Regierungen, die hochgradig entwickelten Clusterkonzepte, den nach Großbritannien größten Eigenkapitalsektor Europas und die weit reichende internationale Kommunikation nationaler Stärken. Ein Vergleich der Forschungsvolumina mit Österreich zeigt auch hier, dass Schweden bereits 2001 über einen Anteil von über 4% des BIP verfügte, wobei 70% von der Privatwirtschaft getragen werden. Heute beträgt dieser bereits 4,3% (im Vergleich dazu Österreich: 2,27%).

Erfolgsfaktor Nationale Strategien

Die wichtigste Gemeinsamkeit der drei präsentierten Märkte sind jedoch die bereits früh entwickelten nationalen Strategien und deren konsequente Umsetzung in sehr klaren Strukturen mit wenigen nationalen Koordinations- und Finanzierungspartnern. Der in allen drei Ländern sehr wohl vorhandene Föderalismus führe dort im Gegensatz zu Österreich nicht zu einer Aufsplitterung auf unzählige Institutionen und Einrichtungen, die dem nationalen Förderwesen keine großen Sprünge erlauben.

In der abschließenden Diskussion kritisierte Dr. Friedrich Bock, WKO-ubit (www.ubit.at), die in Österreich immer wiederkehrende Einrichtung von Arbeitskreisen und Think Tanks zum Aufbau nationaler Strategien seitens öffentlicher Einrichtungen, die nie zu konkreten Ergebnissen geführt hätten. Bock sieht die Fundamente der Informationsgesellschaft in der gründlichen Aufarbeitung der „5 i’s“: Intellekt, Innovation, Incentive, Integration und Internationalität. Als sechstes „i“ steuerte er auch Immigration bei.

Einhelliger Tenor der Diskutanten, darunter auch Dr. Helmut Schönthaler vom Institut für Telekommunikation und Dr. Anton Schwarz von der RTR: „Es muss etwas passieren!“. Günther Krumpak von ITBeurope äußerte die Absicht, die beiden zur Zeit offenbar parallel arbeitenden ThinkTanks von RTR (BMVIT) und der ÖVP-Abgeordneten Karin Hakl mit einem ähnlichen Projekt von ITBeurope und concorde.tcs zu koordinieren, um „nicht neuerlich Schrebergärten abzustecken“.
